IOTA NEWS ---> Record-holders  who  have  made  IOTA  contacts  in  an  IOTA
contest after 2003, can claim  credit  for  them  without  submitting  QSLs,
provided that the contact details match.  Go to https://iota-world.org/, log
in, select "Add Contest QSOs" under the "My IOTA" tab, and then upload  your
.cbr or .log file(s).  The logs for the  IOTA Contest 2018  island  stations
have now been added to the IOTA database and are available for QSO matching.
IOTA Management is "waiting for further  information from  9M2SDX, B4/BY1AA,
B4/BY1OK, BD4SDX, BD7PCA, BG5BAA,  BG5BRT, BH4BQI, BY7KP, HS5NMF,  J49A  and
YB9QP before these activations can be accepted".

WSJT-X 2.0 ---> A fifth  candidate release  ("RC5") of  WSJT-X 2.0  has been
Available  for  download  and use  by beta testers  since  26 November.  The
"Quick-Start Guide  to  WSJT-X 2.0"  has  been  updated, and  must  be  read
thoroughly before using RC5:
http://physics.princeton.edu/pulsar/k1jt/Quick_Start_WSJT-X_2.0.pdf
"RC5 is stable,  works well, and  fixes  the known problems  in  RC4.  It is
likely that the  General Availability (GA) release of WSJT-X 2.0,  scheduled
for 10 December, will be nearly identical to RC5.
We  recommend  using  RC5 (and  therefore  the  v2.0  FT8 protocol)  in  the
conventional  FT8 sub-bands  at  audio  TX frequencies 2000 Hz  and  higher.
Inevitably the necessary transition from v1.x to v2.0 protocols for FT8  and
MSK144 will cause some confusion and  cross-protocol interference.  Users of
v1.9.1 and earlier are unable to decode transmissions from users of RC4  and
later, and vice-versa.
As more users upgrade their software to WSJT-X 2.0 - and  particularly after
the  General Availability  (GA) release  on  10 December - the  new protocol
should start to dominate the conventional FT8 sub-bands. As soon as possible
after 10 December, and certainly by 1 January 2019, everyone should be using
WSJT-X 2.0 or a compatible v2.0 version of derivative programs such as JTDX
or MSHV".
Download links for RC5  on  Windows, Linux, and macOS  can be found  on  the
WSJT-X web page: http://physics.princeton.edu/pulsar/k1jt/wsjtx.html.

YOTA MONTH ---> The Youngsters On The Air group will  be active again during
the entire month of December. The idea for this event is to show the amateur
radio hobby to youth and to encourage  youngsters  to be active  on  the ham
radio waves.  Announced  participating  stations  include 4O18YOTA, 5H3YOTA,
6V1YOTA,  9A18YOTA,  AO1YOTA, AO5YOTA,  AP3YOTA,  DF0YOTA,  EG2YOTA,  ET3AA,

FCC Notice

ARRL say the FCC Enforcement Bureau on November 7 issued a Notice of Unlicensed Operation (NoUO) to Technician licensee Daryl Thomas, KE6MWS, of Carmichael, California, for allegedly operating an unlicensed FM radio station

On October 10, 2018, an Enforcement Bureau agent from the FCC’s San Francisco Office responded to a complaint of an unlicensed FM station operating on 95.7 MHz in Carmichael. The agent confirmed by direction-finding techniques that a signal on 95.7 MHz was emanating from a residence, and Thomas subsequently admitted that he was the operator of this station, the FCC said in the NoUO.

The agent measured the field strength of the signal found that it exceeded the maximum permitted level of 250 µV per meter at 3 meters, established under Part 15.

The Notice cautioned Thomas that operation of radio transmitting equipment without a valid radio station authorization, or in violation of the Commission’s RF radiation limits, constitutes a violation of the federal laws cited above and could subject the operator to severe penalties, including, but not limited to, substantial monetary fines, in rem seizure of the offending radio equipment, and criminal sanctions including imprisonment.

“Unlicensed operation of this radio station must be discontinued immediately and must not resume,” the Notice warned.

K7RA Propagation Report

We saw sunspots return recently, but only for a week, November 13-19. From last week's bulletin, average daily sunspot number rose from 3.1 to 9.4, while average daily solar flux rose from 68.5 to 70.8.
That week long sunspot appearance was sunspot number 2727, but last weekend another smaller sunspot appeared briefly, so brief that it was not assigned a number, but significant because the polarity was reversed, so it is a sunspot from the upcoming Solar Cycle 25.
See https://bit.ly/2DTrdks for details on the brief appearance.
Mike Schaffer, KA3JAW pointed out that this was the second recent reverse polarity sunspot, after an earlier one on Friday, November 9.
Geomagnetic indicators were quieter, with average planetary A index dropping from 8.1 to 3.3, while average mid-latitude A index declined from 6.3 to 2.1.
Predicted solar flux is 69 on November 23-29, 68 on November 30 through December 2, 69 and 70 on December 3-4, 71 on December 5-15, 72 on December 16-17, 71 on December 18, 68 on December 19-29, 69 on December 30-31, and 71 on January 1-6.
Predicted planetary A index is 5 on November 23-24, 8 on November 25-27, 5 on November 28-30, then 15 and 30 on December 1-2, 10 on December 3-4, 8 on December 5-6, 12 on December 7-8, 8 on December 9, 5 on December 10-15, then 8, 8, 10 and 8 on December 16-19, 5 on December 20-27, 15 and 30 on December 28-29, 10 on December 30-31, 8 on January 1-2, 12 on January 3-4, then 8 and 5 on January 5-6.
"Geomagnetic activity forecast for the period November 23 to December 19, 2018 from F.K. Janda, OK1HH.
"Geomagnetic field will be:
Quiet on November 23-25, 29-30, December 12-15 Quiet to unsettled on November 26, December 3-4, 10, 16, 18-19 Quiet to active on November 27-28, December 11, 17 Unsettled to active on December (1, 5-9) Active to disturbed on December 2
"Solar wind will intensify on November (23, 30) and on December 1-3,
(4-6,) 7-9, (10-12, 17-18)."
"Parenthesis means lower probability of activity enhancement."
From Dr. Tamitha Skov:
"Dear Tad,
"After the horrific fires in southern California this month, the Thanksgiving holiday holds a very special meaning. As you might have heard me mention before, several of my friends were recently evacuated due to the Woolsey fire and one even lost their home in Malibu Lake. It's no exaggeration when I say it will take years for their lives to return to normal. I feel very fortunate that my home was spared.
"While my family and I sit down to dinner and count our blessings today, I realize my family has grown a bit larger over this past year. It was just a year ago that I began writing these emails to you on a weekly basis. Slowly but surely, I've been sharing bits and pieces of my life with you both here and on Patreon. Many of you have graciously written back and shared bits and pieces of your life with me in return. These 'gift exchanges,' as I call them, have enriched my life so much. So much, in fact, that I can't help but think of you as part of my family on a day like today.
"So while the Sun takes a breather and gives us a Thanksgiving reprieve this week, know that you all are in my thoughts. The current forecast may be a little bit on the dull side while we wait for a new chance for a solar storm, but I for one, have all the joy and excitement I need right here.
"Cheers, Tamitha"

ARRL 10 Meter Contest

Objective: For Amateurs worldwide to exchange QSO information with as many stations as possible on the 10 meter band.
Online Log Submission: Participants can now submit their Cabrillo-formatted contest logs via the web.  A new online log submission web page can be used to upload your log as a file or by copy-and-pasting the log text into a text window.  The log will then be checked for proper formatting and completeness before uploading to the log-checking database. You will then receive a confirmation number and a confirming email.  If any errors or discrepancies are discovered, they will be clearly labeled so that you can fix the log and try again.  The email log submission process is still available if you prefer to use that method and all accepted logs will be listed on the ARRL Logs Received page.

5. Scoring:
5.1. QSO points:
5.1.1. Two points for each complete two-way phone QSO.
5.1.2. Four points for each two-way CW QSO.
5.2. Multipliers: (counted once on phone and once on CW).
5.2.1. Each US state and the District of Columbia.
5.2.2. Canada: 14 provinces - See Appendix A at bottom for complete list.
5.2.3. Mexico: 32 states - see Appendix B at bottom for complete list.

She works 49 states, 10 Canadian call areas, 23 DXCC entities and a maritime mobile station in Region 2 on phone for a total of 49+10+23+1 = 83 phone multipliers. On CW she works 30 states, 8 Canadian call areas, and 19 DXCC countries for a total of 30+8+19 = 57 CW multipliers.  Her final score = 6330 QSO points x (83+57) multipliers = 6330 x 140 = 886,200 points.
6. Miscellaneous:
6.1. Single Operator Mixed-Mode and Multioperator stations may work stations once per mode.
6.2. Your call sign must indicate your DXCC country if competing as DX. (N6TR in Oregon does not send N6TR/7, but K1NO in Puerto Rico must send K1NO/KP4 or KP4/K1NO)
6.3. All entrants may only transmit one signal at any given time; alternating CQs on two or more frequencies using the same band and mode is prohibited.

6.4. All CW contacts must take place below 28.3 MHz.
6.5. Stations that enter a mixed-mode category may change modes at any time.
