SRI LANKA, 4S. Bernhard, DK7TF is QRV as 4S7DLG from Ambalangoda, IOTA AS-003. Activity is on the HF bands using mainly SSB and FT8. His length of stay is unknown. QSL via M0OXO.

MALAWI, 7Q. Karl, DK2WV is QRV as 7Q7W from Lilongwe for about three weeks. Activity is on 40 to 6 meters using CW, SSB and FT8. QSL to home call.

ZAMBIA, 9J. Mario, IK1MYT is active as 9J2MYT from Lusaka until May 2020. He is QRV on 80, 40, 20, 15 and 10 meters. QSL direct to IZ3KVD.

WEST MALAYSIA, 9M2. Rich, PA0RRS will be QRV as 9M2MRS from Penang Island, IOTA AS-015, from December 3 to February 27, 2020. Activity is on the HF bands using CW and various digital modes. QSL to home call.

THE GAMBIA, C5. Paul, SA6PIS is QRV as C56PIS until December 13.
Activity is holiday style. QSL to home call. In addition, Andre, ON7YK is QRV as C5YK from Bijilo until early March 2020. Activity is on 60 to 10 meters using some CW, SSB and various digital modes, especially FT8. QSL to home call.

CHILE, CE. Special event call XR2YOTA is QRV during all of December to commemorate Youngsters On The Air month. QSL via LoTW.

SPAIN, EA. Members of the Mike Delta Victor DX Group will be QRV with special call sign EG3PCD from December 2 to 5 during United Nations' International Day of Persons with Disabilities. QSL via LoTW.

ECUADOR, HC. Antonio, EA5RM plans to be QRV as HC3/EA5RM from Loja and possibly also as HC2/EA5RM from Guayaquil from December 2 to January 5, 2020. Activity will be on 40 to 10 meters using SSB and various digital modes. QSL to home call.

ITALY, I. Members of the ARI section Fidenza will be QRV with special call sign II4TIB during December to commemorate Ugo Tiberio, one of Italy's pioneers in the history of radio. QSL via IQ4FE.

US VIRGIN ISLAND, KP2. Ryan, KC7RW is QRV as KP2/KC7RW until November 30. Activity is on 40 to 15 meters using SSB, FT8 and FT4 as conditions permits. QSL to home call.

BULGARIA, LZ. Members of the Bulgarian Radio Club Blagovestnik will be QRV as special event call sign LZ4408SPA during December to honor the memory of Bulgarian saints. QSL via bureau.

PERU, OA. Special event station OC3CS will be QRV from the archaeological site Cerro Sechin on November 29 and 30. Activity will be on the HF bands using SSB and various digital modes. QSL via OA4O.

SOMALIA, T5. Ali, EP3CQ will be QRV as 6O1OO from December 4 to 19.

EUROPEAN RUSSIA, UA. Members of the International Miller DX Club are QRV as R2019DX and UE29DX until December 1 to celebrate the club's 29th anniversary. QSL via RQ7L.

MICRONESIA, V6. Haru, JA1XGI will be QRV as V6K from Kosrae, IOTA OC-059, from December 2 to 9. This includes being an entry in the upcoming ARRL 160 Meter contest. QSL to home call.

TURKS AND CAICOS ISLANDS, VP5. Gerald, WA2TTI will be QRV as VP5/WA2TTI from Turtle Cove, Providenciales Island, IOTA NA-002, from December 2 to 7. Activity will be holiday style. QSL direct to home call.

NDIA, VU. Datta, VU2DSI is QRV as AU2JCB until December 16 to commemorate the birthdate of Indian physicist and radio pioneer Jagadish Chandra Bose. Activity is on 80, 40, 20, 15 and 10 meters. QSL direct to home call.

BURKINA FASO, XT. Harald, DF2WO will be QRV as XT2AW from Ouagadougou from December 2 to 20. Activity will be on the HF bands with a focus on 160, 80 and 60 meters and also on various satellites. QSL via M0OXO.

MYANMAR, XZ. Martti, OH2BH is QRV as XZ2D until April 17, 2020. Activity is generally on 15 and 10 meters. QSL to home call.

THIS WEEKEND ON THE RADIO
The NCCC RTTY Sprint, NCCC CW Sprint and the Russian Worldwide MultiMode Contest are on tap for this upcoming weekend.
The ARS Spartan CW Sprint is scheduled for December 3.
The Canadian National Parks on the Air, CNPOTA, operating event runs for the entire year of 2019, with special stations active from Canada's parks and historic sites.

Belgium UBA - The OR0YAL Award

At the occasion of the 18th birthday of HRH Princess Elisabeth, the UBA is offering a commemorative Award for working special event stations aired between October 25th and 25th December 2019. The OR0YAL Award is offered in four classes.
During this two months period, the UBA will activate the special event station OR0YAL (which can be read as O Royal).
Furthermore, over 30 UBA clubstations using the special prefix OR18 will be on the air.
To obtain an award you have to make QSOs (on-air contacts) with the special event stations listed on this page.
Rules:
  • Each OR18 station as well as OR0YAL counts as two points once you've worked this station.
  • You get one point for every band/mode combination. Modes include PHONE (SSB, FM, ...), CW and DIGITAL (PSK, FT8, ...).
  • Example: You've worked OR18UBA on 80m SSB, 80m CW and 40m SSB. This is a total of 5 points (2 points for the station + 3 for the band/mode combinations).
  • Example: You've worked OR0YAL on 20m in PSK31, on 20m in FT8 and on 40m in SSB. This is a total of 4 points (2 points for the station + 2 for the unique band/mode combinations, FT8 and PSK31 both count as DIGITAL).
  • Contacts made on the same band but in different modes do not count separately.
  • No band or mode restrictions nor any endorsements.
  • Please note that, however you're encouraged to do so, contacting Belgian stations other than OR0YAL and the OR18 clubcalls do not get you any points towards the certificate.
In total there are 4 awards to achieve:

Cyprus special event update

Alan, 5B4AHJ, reports that the following message was issued to members of the Cyprus Amateur Radio Society by CARS President, Nestoras Jacovides, 5B4AHZ.
Please publicize. Thank you: "Dear Members... 2020 is an important year for the Republic of Cyprus which completes 60 years since its establishment. Therefore, a request to the Department of Electronic Communications has been made requesting that we are granted the special 5B60 prefix for use throughout 2020, to help spread this important event by informing several thousand radio amateurs worldwide.
I am pleased to inform you that our request has been approved.
Specifically, all CARS members will be able to use the 5B60 prefix (instead of 5B) if they wish, starting from 1 Jan 2020 @ 00:00 until 31/12/2020 @ 23:59."

Norfolk Island operation

Janusz, SP9FIH, will be active as VK9NK from Norfolk Island (OC-005) between January 12th and April 12th.
He states, "It is my tribute to Jim Smith, VK9NS, who lived and operated from there for years. According to last internet poll VK9N is 85th most wanted entity."
Activity will be on 160-10 meters using SSB, RTTY and FT8.

Five megs for the Falklands

Major changes to the Falklands Islands Communications Laws have been announced by the Falklands Islands Communications Regulator.
They were published in the official Falklands Islands Gazette on 11 November 2019 and came into force on 15 November 2019

One of these has resulted in the new WRC-15 60m Secondary Allocation becoming available to Falklands Radio Amateurs. The allocation 5351.5 – 5366.5 kHz, with a maximum power of 25W EIRP has been granted for Amateur Radio operations in the islands (see p.6).

3D2/R  - Sailing to Rotuma (OC-060) is now confirmed for 14 December [425DXN
         1490], and Tony, 3D2AG  expects  to be active as  3D2AG/p  starting
         around  17  December  until  around  mid-January 2020.  He plans to
         operate CW, RTTY, FT8 (FT4) and SSB on  160-6 metres,  with a focus
         on  the low bands and "QRO when required".  On FT8 (FT4  he will be
         using  a  multi answer  protocol (not to be confused with the Fox &
         Hound mode).  He will have no access  to the Internet  while on the
         island.  The FT8 QSOs will be uploaded to Club Log after the end of
         the expedition, while  contacts made  on  CW, SSB and RTTY  will be
         recorded on paper logs as usual. QSL direct to 3D2AG (or Club Log's

         instructions and tentative operating schedule and frequencies.
4X     - Five special callsigns  are expected  to be QRV  on  26-29 December
         from  different locations:  4X20HNY  from Jerusalem,  4X2XMAS  from
         Kfar Nahum  (Capernaum),  4X3XMAS from Caesarea, 4X7XMAS from Haifa
         and 4X9XMAS from Latrun. QSL via LoTW and eQSL only;  a certificate

6W     - The annual 6V1A expedition to the island of Goree (AF-045)  will be
         conducted on 13-15 December. Activity will be on various  bands SSB

E4     - The Radio Club de Provins (F6KOP) will be active as E44CC (not E44C
         as expected, 425DXN 1487)  from Palestine on  5-17 February 2020. A
         large team will operate CW, SSB and digital modes on 160-10 metres.

HS     - Brad, VK2BY will be active again as HS0ZNR from  Nam Yuen, Thailand
         from 14 December to 8 January. He will operate SSB and FT8 on 80-10

LU     - Special callsign L50JT will be active on 1-14 December to mark  the
         50th anniversary of the opening of the underwater road tunnel  that
         crosses the Parana River and connects the provinces  of  Entre Rios
         and Santa Fe in Argentina. Look for activity on 80, 40 and 20m SSB,
         CW and digital modes.  The log will be uploaded to LoTW,  eQSL  and
         Club Log.
ON     - UBA Section Bruxelles-Est (ON5UB) will be active as OR75NUTS on 13-
         15 December to commemorate the  75th anniversary  of the  Battle of
         the Bulge during World War II.  The suffix of  the special callsign
         is  General  Anthony C. McAuliffe's  famous  single-word  reply  in
         response to a surrender ultimatum. QSL via ON5UB.
PY     - The Guara DX group will be active as  ZW132GBA between  26 November
         and 15 December to celebrate the  132nd anniversary of the city  of
         Guarabira, in the  Brazilian state of Paraiba.  QSL via the bureau,
         or direct to PR7AX.
S5     - Special event station S589PMC will be active from  6 December  to 5
         January 2020 to  promote the PMC Contest,  sponsored  by the  Radio
         Club Slovenj Gradec (S59DCD).  All  QSOs will be  confirmed via the
         bureau. The International Association of Peace Messenger Cities was
         established  in  1988 to  recognize  and  encourage  the  role  and
         responsibility cities have in creating a culture  of peace. The PMC
         Contest, promoting contacts  between stations located  in the Peace
         Messenger Cities  and the  rest of the world,  will be held on  4-5
         January (see http://www.s59dcd.si/ for complete information).
VE     - Jeff, VY2ZM and Miriam, VY2NA will be active as VY2NA/VE2 from Zone
         2 (WWL FO60te) on 6-12 December. Their main objective is to try and
         give Zone 2 on 160 metres to more stations in Japan and the Pacific
         basin.  Plans are  to operate CW  for JA  "starting  0700-0800Z  on
         1825.5 QSX down at 1824.5 initially each morning. If no propagation
         exists on CW, we will switch to FT8 transmitting on either 1840 (or
         perhaps 1838) QSX at 1908 for JA and  other callers.  There will be
         some operating time devoted generally to other areas at other times

YO     - Special callsign YR2019REV will be active between  1 December and 1
         February  2020  to  mark  the  30th  anniversary  of  the  Romanian
         Revolution of 1989.  A certificate  will be available;  information
         can be found on  the  Romanian Amateur Radio Federation's  website:

YV     - The YW5F operation from  Farallon Centinela (SA-058)  [425DXN 1488]
         has been postponed to 29 November-2 December. YV5EED, YV5IUA, YV5NR
         and YV5ZV plan to operate SSB, CW and FT8 on all bands. See qrz.com

REAL PROPAGATION IN 2018 ---> This  new  service  offers  18,000+  real-life
propagation  charts  from  one ITU  zone  to  another  ITU zone  over  2018:
https://voacap.com/visualprop.  The raw data  came  from HamSCI,  while data
processing and visualization have been done by VE3NEA.  The raw spot dataset
included some  8 billion FT8 spots  spanning from 6 to 160 metres (60 metres
included) that were collected from sources such as  PSK Reporter  during the
entire year.

WSJT-X 2.1.2 ---> The  latest release  of  WSJT-X,  the software suite  that
includes the FT4 and FT8 protocols, is now available. WSJT-X 2.1.1 (released
on 25 November)  was a bug-fix  release  to  address several regressions  in
version v2.1.0. WSJT-X 2.1.2 (released on 26 November) is "an emergency bug-
fix release" to correct errors that crept  into the  Hamlib package  bundled
with v2.1.1  and  affected control of  certain Icom radios. The installation
packages  for Windows, Linux  and  Macintosh, as well as the User Guide, can
be found on  http://physics.princeton.edu/pulsar/k1jt/wsjtx.html.  Upgrading
from earlier versions of WSJT-X should be straightforward.  There is no need
to uninstall or move any files.

Drake 2B Project

My favorite receivers have always been the Drakes. Here is a nice 2B that was in nice shape when we started on it but as usual we changed the caps (from Hayseed Hamfest), cleaned it up, changed tubes and it is working wonderfully. I had one nagging problem with it...20 meters was dead...I mean DEAD! 40 and 80 were perfect. We trouble shot it with the help of our friend K2LNU Bill...but no joy...everything seemed fine, traced the circuit through the bandswitch and yet no Joy!...Frustrated I decided to order a new crystal for 20 meters. What else could it be??
I contacted Bry Carling AF4k and ordered a crytal. What wonderful service from Bry...If you need any crystals...He is the guy to go to...Fast curteous service. Find him at AF4K.

The DX 40 Transmitter

Some time ago I contacted Burt K1OIK and purchased a DX 40 Transmitter from him. It is a lovely radio but like many heathkits they need a lot of TLC as they are getting very old. The one that Burt sent me was in nice condition and we gave it a through going over. We re soldered, changed a few tubes and did some paint work on it and here it is working really well now.
I also got a VF-1 VFO that we are still working on. Again, we changes out the caps, checked and replaced tubes and it amazes me what a coat of clear coat can do for the face plate of a radio. I am very happy with this radio Burt, thanks for your help in locating one.

I'm presently Rockbound as we are now working on the VFO.

Heathkit HR 10 Restorations

Around the same time as the work on the S38E we purchased 3 Heathkit HR10 Receivers in hopes of coming up with two nice HR10s...
From the 3 rigs we built up 2 really nice receivers. It was the same course of work...re-capping, cleaning and the like. The "Bodywork" on the cabinets produced amazing results as one case was buckled and bent. Looking at them now you would never know how badly the corner of the case was dented. Here is the results:

Hallicrafters S38E Restoration



With the band conditions as they are Ricky, N2ENM, and I decided to restore a S38E receiver to working condition. These rigs have a built in hazrd in them, that being, it is an ac/ dc set. That coupled with a non polarized plug can be a recipe for serious if not fatal electircal shocks. The first thing Ricky did was to cut off the cord to prevent anyone (me) from plugging it in to test it. When tested it had a horrible hum, as you can imagine caused by bad, old caps. I contacted Hayseed Hamfest for replacement caps. We highly recommend them for fast efficent, and helpful service parts and info. You can find them at Hayseed Hamfest.
The caps arrived in very short order and Ricky replaced them . When that was accomplished we began the work on restoring the metal case and markings.  The hardest part is restoring the control labels and markings on the radio. Fortunately, there is a wonderful online vendor, Radio Daze that provides replacement decals for many vintage radios. Find them at Radio Daze  It is impossible to tell the replacement from the original.

The case of the S38E is metal so Ricky worked it like it was an automobile body and finally finished it in an original Gray metallic hammertone.

FCC seeks to clear radio amateurs out of 3.4 GHz

An FCC Notice of Proposed Rulemaking (NPRM) proposes to remove the existing non-federal allocations in the 3.3-3.55 GHz band

The FCC say:
By taking the initial step needed to clear the band of allocations for non-federal incumbents, the Commission furthers its continued efforts to make more mid-band spectrum potentially available to support next generation wireless networks—consistent with the mandate of the MOBILE NOW Act.

What the NPRM Would Do:

• Propose to clear the 3.3-3.55 GHz band of existing non-federal users by removing the non-federal secondary radiolocation and amateur allocations in the 3.3-3.55 GHz band;
• Propose to relocate incumbent non-federal users out of the band;
• Seek comment on relocation options and transition mechanisms for incumbent non-federal users, either to the 3.1-3.3 GHz band or to other frequencies;
• Seek comment on how to ensure that non-federal secondary operations in the 3.1-3.3 GHz band will continue to protect federal radar systems; and
• Prepare the band for possible future shared use between commercial wireless services and federal incumbents, potentially making as much as 250 megahertz of spectrum available for flexible use, including 5G.

Regarding the Amateur and Amateur-Satellite Service allocation they say:

12. With respect to amateur operations, is there sufficient existing amateur spectrum in other bands that can support the operations currently conducted in the 3.3-3.5 GHz band?  We note that the 3.40-3.41 GHz segment is designated for communications to and from amateur satellites.  We seek comment on: the extent to which the band is used for this purpose, whether existing satellites can operate on other amateur satellite bands, and on an appropriate timeframe for terminating these operations in this band.

4U1UN ---> Two updates were posted to the  United Nations Amateur Radio Club
(4U1UN)  Facebook page on  20 November . First:  the 4U1UN beacon, which was
temporarily deactivated due to wind-incurred damage to the antenna,  is back
- "not sure how  much longer  it'll survive", however,  as  "the antenna  is
literally being  held  together  with tape  and  chewing gum at this point".
Second: "some may have had the good fortune of working Adrian [KO8SCA] today
while  he  ran  some  tests",  and  it seems  that  "everything  is  finally
functioning as it should.  That said, you should start to hear 4U1UN back on
the air very soon".

PRIMNM COMMUNITY GROUP ---> Don Greenbaum, N1DG  has been appointed  to  the
NOAA  Fisheries/US  Fish  and  Wildlife  Service   PRIMNM  Community  Group,
established to provide input to the agencies on the management, proper care,
and  effective  stewardship  of  the  Pacific Remote Islands Marine National
Monument.  This Community Group will also  provide a forum  to discuss ideas
and  opportunities  regarding  PRIMNM management,  for consideration  in the
draft  Monument Management Plan that is  under development.  The PRIMNM area
consists of approximately 1,282,000 square kilometers in the central Pacific
Ocean, and encompasses four current DXCC Entities:  Baker & Howland Islands,
Johnston Atoll, Palmyra Atoll & Jarvis Island, and Wake Island.

QSL VIA RW6HS ---> Vasiliy  reports  he  is the  QSL  manager  for  Moroccan
stations CN8HDZ, CN8NIL, CN8SAM and CN8SCS,  as well as  for  HI8CQ and HI7M
(including  the latter's  past callsigns,  HI7MC and HI7MCW).  QSL direct to

ROTUMA DXPEDITION NEWS ---> Tony, 3D2AG expected to be QRV as  3D2AG/p  from
Rotuma in late November,  but he has had to postpone  his departure owing to
an unexpected change  in the  ship schedule  [425DXN 1489].  "It now appears
that sailing  will not happen  before 8 December,  or latest  by 15 December
(two boats being looked at)", he posted to https://www.qrz.com/db/3d2ag/p on
21 November.  "As we are heading  into our  cyclone season,  the longer  the
delay the more risk of being stranded on the return in mid-January.  Because
of the need to take drums of diesel fuel, a heavy-duty generator,  and other
equipment flying is not an option".

TQSL: NEW VERSION ---> A new version (v2.5.1) of  LoTW's  Trusted QSL (TQSL)
has been released:  http://www.arrl.org/tqsl-download.  This version has new
features  as well as  corrections  for defects  found since  TQSL 2.4.7  was
released.  This release  also includes  an update  to the  most recent  TQSL
configuration file. TQSL 2.5.1 can be installed to upgrade any older version
of TQSL.  On  all  three  supported  platforms (Windows,  MacOS  and Linux),
installing TQSL 2.5.1  will  replace  older versions  of  Trusted QSL  while
preserving your Callsign Certificates, Station Locations, and preferences.

WRC-19:  REGION 1 50 MHZ AMATEUR ALLOCATION --->  "The World Radiocommunica-
tion Conference WRC-19  has approved  an allocation  in the 50 MHz band  for
amateurs in Region 1",  Hans Blondeel Timmerman, PB2T  (IARU Region 1 Secre-
tary) posted to https://www.iaru-r1.org/ on 21 November. "The decision will
now be incorporated in the Final Acts of the conference.
The decision comes after more than three weeks of strenuous negotiations  to
reconcile widely disparate views of Region 1 administrations.  The result is
a dramatic improvement in the international  Radio Regulations  for amateurs
in Region 1.  Before WRC-19  there were only  11 countries in  Africa with a
primary allocation in the band.  When the Final Acts take effect, on a  date
that has not yet been determined,  there will be  44 countrie s in  Region 1
with a primary allocation of at least 500 kHz including 26 countries  with a
primary allocation of the entire band 50-54 MHz. The entire region will have
an amateur secondary allocation of  50-52 MHz except  in the Russian Federa-
tion, whose administration opted for only  50.080-50.280 MHz on a  secondary
basis.  There are provisions to protect the other existing services that use
the band in  Region 1 and  neighboring countries in  Region 3.  The existing
primary allocation of 50-54 MHz in Regions 2 and 3 is unaffected.  The exact
manner in which  the allocations  will be implemented in  Region 1 countries
will be determined by each administration and may be either more generous or
less, depending  on  national  considerations.  The WRC-19 decision  on  its
agenda item 1.1 is  the culmination  of years of effort  by the IARU and its
member-societies, mainly  in Region 1  but with  support from the other  two
regions".
