Sunflower and DARC

Germany's DARC reports: Once again we have problems with short wave radars. On almost every evening at 5310-5410 kHz the Russian coastal radar 'Sunflower' broadcasts. This also makes our new miniband useless

The system is located near the city of Makhachkala on the Caspian Sea. Acoustically we perceive it as a deep hum. It transmits in FMOP (Frequency Modulation On Pulse) with 43 sweeps / sec and captures aircraft at a range of up to 450 km.

Over water ships are recognized. Even stealth planes can be classified. The system is so successful that the Chinese operate several "sunflowers" on the east coast. Chinese OTHs (Over-Horizon Radars) work almost daily in the 20-meter band.

In the mornings we can often receive them with high field strengths. They send in blocks of several seconds and jump over wide frequency ranges. Very noticeable is the radar, which resembles a foghorn sound (66.6 sweeps / sec). The worst "QRM brooms", however, are the broadband radars of the Chinese. They work with 10 or 20 sweeps / sec and a signal width of 160 kHz.

In the mornings we find them in the 20 m band and in the evening also in the 40 m band. There they are particularly noticeable when the transmission line is in the dark. At the moment we have extreme problems with the new Container Radar from Russia. It works as an over horizon radar in FMOP with 40 sweeps / sec and a signal width of about 40 kHz often for hours in the 20 m band. In the past few days we see two systems side by side on our SDR screens.

The station is located north of Penza and not far from Saransk. On the S-meter we see S9 + 40 dB and sometimes +50 dB. The DARC-Bandwacht has informed the BNetzA-Konstanz [Federal Network Agency].

Iceland on 160 Meters

The Icelandic national society, IRA, reports authorization has been received to use 1850-1900 kHz in international radio amateur competitions during 2019 

A Google translation of the IRA post reads:

ÍRA received confirmation from the Post and Telecom Administration (PTA) today, February 22, 2019, on authorization to use the frequency range 1850 - 1900 kHz for participation in international radio amateur competitions during the calendar year 2019.
The authorization covers the following 10 competitions:
• CQ World-Wide 160-meter competition - CW
• ARRL DX Contest - CW
• CQ World-Wide 160 meter competition
• ARRL DX Competition - SSB
• CQ WPX competition
• CQ WPX Contest - CW
• IARU HF World Championship
• CQ World-Wide DX competition
• CQ World-Wide DX Contest
• ARRL 160-meter competition - CW

The authorization is granted with full approval of the Maritime Traffic Service, which is authorized to use several frequencies in this frequency range. The same requirements apply to this use as apply to the frequency range 1810-1850 kHz in a regulation, but the increased conditions for the Post and Telecom Administration are as follows:
(a) The authorization is only granted during the period specified by international radio amateurs competitions;
(b) G licensees are authorized to use full power, 1kW. N licensees enjoy the same frequency rights, but their power limit is at most 10W.

Licensees shall apply specifically for authorization to PTA at hrh@pfs.is or pfs@pfs.is

The Situation in Venezuela

A Venezuelan Navy vessel threatened to open fire on a ship from Puerto Rico carrying humanitarian aid on Saturday. The vessel had six U.S. citizens on board, and Puerto Rican Governor Ricardo Rosselló said he has informed the U.S. government of the issue.
The Vanuatu-flagged ship, carrying around 200 tons of food and medicine in nine shipping containers, was threatened after entering Venezuelan territorial waters and subsequently retreated to Curaçao.
Venezuela has face political and economic turmoil over the last few years, and at least 2.7 million people have fled the nation since 2015. Violence continues in the nation where embattled President Nicolás Maduro is facing mounting opposition globally. Maduro, backed by Russia, Cuba and China, has said that aid deliveries would pave the way for U.S. military intervention.
Venezuelan opposition leader Juan Guaidó is backed by the U.S. Guaidó declared himself interim president last month after claiming irregularities in the nation's 2018 election render Maduro's leadership illegitimate.
U.S. Senator Rick Scott of Florida, a state with one of the largest Puerto Rican communities in the nation, said the U.S. would not tolerate any threats against American citizens. Scott has been critical of the Venezuelan government and issued multiple threats via Twitter over the last week.




The U.S. has already instigated sanctions against the largest state-owned oil company in Venezuela and pledged more than $20 million in humanitarian assistance.
On Saturday, convoys of U.S. aid were blocked at the Venezuelan border by troops loyal to Maduro, although there are also reports of defections among the soldiers too. Around 300 people were injured in associated violence.
U.S. Vice President Mike Pence is expected to announce “concrete steps” to address the Venezuela crisis when he meets with regional leaders in Bogota, Colombia, on Monday. U.S. President Donald Trump has in the past said military intervention in Venezuela was “an option.”

5T     - Johannes, PA5X has been active as 5T5PA from Nouadhibou, Mauritania
         since  17 February,  and  will  remain there  for  the  next coming
         months. In his spare time he operates SSB, RTTY and FT8 on  various
         bands. QSL via LoTW, Club Log's OQRS or via home call.
6O     - Ali, EP3CQ will be active again as  6O1OO from  Somalia  between 26
         February and 24 March.  Usually he operates FT8 on  20 metres;  his
         activity on the bands is limited  to his spare time.  QSL direct to
         Ali Solhjoo, c/o Dr. de Vivanco, Schnackenburgstr. 3, 12159 Berlin,
         Germany.
8P     - Richard, G3RWL will be active again as 8P6DR from Barbados (NA-021)
         from  13 March to 17 April.  He will operate  CW and RTTY  on 80-10

9G     - Matteo, IZ4YGS has been active as 9G5GS from  Sanzule, Ghana  since
         16 February,  and will remain  there  until 13 March.  In his spare
         time he operates  mainly FT8  on 80, 60, 40, 30 and 20 metres.  QSL

C6     - Dom, M1KTA will be active as C6AKT from  Eleuthera Island (NA-001),
         Bahamas on 8-16 March.  He will operate CW on 80, 40, 20, 15 and 10
         metres, and  will participate in  the  Commonwealth (BERU) Contest.

CY9    - AA4NC, K5DHY, N2IEN, VA3QR, W4DKS, WA4DAN and WW2DX  will be active
         again as CY9C from  St Paul Island  (NA-094) on  1-11 August.  This
         will be an all band/all mode operation, including EME by WW2DX. QSL

E5     - Dagmar, DM7PQ (E51NPQ) and  Rainer, DL1AUZ (E51AUZ)  will be active
         holiday style  from  Rarotonga (OC-013, South Cooks) on  9-11 March
         and again on  2-11 April,  from  Manihiki (OC-014, North Cooks)  on
         13-25 March,  and  from  Aitutaki  (OC-083, South Cooks)  on  27-31
         March. They will operate CW only.
FY     - Hartwig, DL7BC will  be active again  as TO2BC  from  French Guiana
         from 21 March to 2 April.  Main activity  will be during the  CQ WW
         WPX   SSB  Contest  ("depending  on  the  TVI  situation  with  the
         neighbour").  QSL via  Club Log's OQRS,  LoTW,  or  via  home  call

HR     - Gerard, F2JD will be active again as HR5/F2JD from  Copan, Honduras
         from  22 February to 15 May.  He will operate  CW, SSB and  digital

KG4    - Look for KG4SC (QSL via KP2L) and  KG4AS (QSL via N4SIA) to operate

PJ7    - Tom, AA9A will be active again as PJ7AA from  Sint Maarten (NA-105)
         on 2-30 March. He will be QRV on 80-10 metres,  with an emphasis on
         CW and FT8. QSL via Club Log's OQRS, LoTW or direct to AA9A.
PY     - Martin, PT2ZDX (LU9EFO) and  Angel, PP5GEL will be active  as  PS5X
         from  Ilha do Mel  (SA-047)  between  25 February and 5 March.  QSL
         direct to  PP5GEL (Brazilian stations only)  or  F4BHW (rest of the
         world).
T2     - Tony, 3D2AG confirms he will be active as T2AR from Tuvalu (OC-015)
         until 27 February  [425DXN 1450].  This is a business trip,  and he
         will be QRV in his spare time - see https://www.qrz.com/db/T2AR for
         his tentative operating schedule  and band plan.  Tony will operate
         mainly CW,  with some SSB, RTTY and FT8 using  MSHV's  multi answer
         protocol (not  to be  confused  with the "Fox & Hound"  mode).  His
         focus will be on  the low bands.  QSL direct to 3D2AG  (see qrz.com
         for PayPal instructions). He does not use LoTW or Club Log.
T32    - Ken, KH6QJ will be active again as T32AZ from Kiritimati (Christmas
         Island,  OC-024),  East  Kiribati  from  28  February  to  5 March,
         including an entry in the  ARRL DX SSB Contest.  QSL via home call.

TA     - TC10GITRAD is the special callsign for  the  Giresun Radio Amateurs
         and  Nature  Sports  Association  (YM7KK)  to celebrate their  10th

VE     - Mike, VE7ACN (https://www.ve7acn.com/) will be active as VE7ACN/VE1
         from  Bells Island  (LaHave Islands,  NA-081)  on  22-28 March,  as

3Y0I: ATLANTIC TUNA SEA TRIAL ---> "Sometime in the next 10 days you will be
tracking the two to three day sea trial of our ship the Atlantic Tuna",  the
Bouvet Island team posted on 20 February  to the  Rebel DX Group's  website.
If the trial "goes  as  expected,  we will announce our  departure  date  on
www.rebeldxgroup.com and https://bouvetoya.org, as well as our  Twitter  and
Facebook pages".

IOTA DINNER ---> The 24th  Annual Islands On The Air (IOTA) Dinner  will  be
held  on  12  April  at  Visalia  Mariott  in  conjunction  with  the   70th
International DX Convention.  The IOTA Dinner  is not included  in  the main
Convention registration, there is a separate registration and fee for it and
advance payment is required. Registration for this event ends  on  31 March.
